Tripura Chief Minister Prof. Dr. Manik Saha on Tuesday announced that the state government is in the process of establishing an International Skill Centre along with a Foreign Language School, aimed at opening global employment opportunities for the youth of the state.
The Chief Minister made the announcement while addressing the 3rd Regional Workshop under NITI Aayog’s State Support Mission at Hotel Polo Towers in Agartala.
Dr. Saha emphasized that governance goes beyond institutions and procedures.
“Governance is fundamentally about improving the quality of life of every citizen and ensuring that development reaches the last mile, as envisioned by our Prime Minister,” he said.
Highlighting the significance of the State Support Mission, Dr. Saha said it marks a transformative shift in India’s federal governance framework by promoting a partnership-based model between the Centre and the states.
“States are no longer just implementing agencies; they are equal partners in shaping India’s development journey,” he added.
He noted that through this mission, NITI Aayog has empowered states to strengthen their State Institutes of Transformation, which play a vital role in policy design, outcome monitoring, and inter-sectoral coordination. These institutions, he said, are key to aligning state-level visions with the national goal of Viksit Bharat 2047.
Acknowledging the diverse developmental stages of states and Union Territories, Dr. Saha said NITI Aayog’s regional workshops provide platforms for peer learning, idea exchange, and collaborative problem-solving.
He added that hosting the third regional workshop for eastern and northeastern states in Tripura reflects NITI Aayog’s confidence in the region’s growing policy capabilities and Tripura’s readiness to contribute to national reform discussions.
Dr. Saha highlighted the role of the Tripura Institute for Transformation (TIFT), stating that in a short span, it has emerged as a catalyst for governance reforms and a bridge between policy intent and ground-level execution.
“TIFT works closely with leading knowledge institutions to identify the state’s strengths, set achievable targets, and develop sector-specific roadmaps,” he said.
Over the past two years, TIFT has played a crucial role in addressing governance challenges, assisting government departments in policy formulation, and driving business reforms.
On youth empowerment, the Chief Minister said the proposed international skill centre and foreign language school would make it easier for young people to seek employment abroad.
“Earlier, our youth had to go outside the state. Knowledge of foreign languages will now help them communicate better and access global opportunities,” he said.
Dr. Saha also informed that to modernize service delivery and infrastructure development, the state government has set up a Public-Private Partnership (PPP) Cell under the Good Governance Department to facilitate private investment while optimally sharing risks.
He said Prime Minister Narendra Modi had appreciated Tripura’s reform initiatives during a recent meeting in New Delhi. The state’s business reform strategy was shared with all states at the 5th Chief Secretaries’ Conference in December 2025, and in January 2026, the Bihar government and several other states invited Tripura officials to study its Ease of Doing Business model.
The Chief Minister further noted that the Jindal Group has begun steel sheet manufacturing in Tripura, while several private universities and medical and paramedical colleges have also been established.
Concluding his address, Dr. Saha said that in the last eight years, Tripura has received 357 national and regional awards, reflecting its strong commitment to good governance and inclusive development signed with the vision of Viksit Bharat 2047.
