Tripura has emerged as one of the leading states in the second edition of the Fiscal Health Index (FHI) released by NITI Aayog for the fiscal year 2023–24.
The report was unveiled on 11 March 2026 in New Delhi by Suman Bery, Vice Chairman of NITI Aayog, in the presence of senior officials.
The FHI offers a comprehensive, data-driven evaluation of the fiscal performance of Indian states, serving as a benchmarking tool to guide evidence-based policymaking and enhance fiscal management. It assesses states across five critical dimensions: Quality of Expenditure, Revenue Mobilisation, Fiscal Prudence, Debt Index, and Debt Sustainability. These indicators collectively provide a structured framework to evaluate fiscal health and highlight areas for improvement in public financial management.
The latest edition of the Index has broadened its coverage to include 10 North-Eastern and Himalayan states, making the analysis more inclusive and representative of India’s diverse fiscal landscape. Among the 18 major states, Odisha topped the list, followed by Goa and Jharkhand. In the category of North-Eastern and Himalayan states, Arunachal Pradesh ranked first, followed by Uttarakhand and Tripura, showcasing notable progress in fiscal discipline, revenue generation, expenditure quality, and debt management.
The report also underscores key areas for further improvement, including strengthening revenue mobilisation, rationalising committed expenditure to enhance fiscal flexibility, improving the composition and effectiveness of capital spending, and advancing fiscal transparency and public financial management systems to ensure long-term fiscal sustainability.
